Independent Verifier of Energy Savings Claims

In 1978 John began monitoring actual energy savings of energy retrofit projects he designed and implemented for clients across Canada. Using computer methods he managed a service for clients to report savings for 200 buildings every month.

As a founder and key manager of an energy service company from 1984 to 1989, John Cowan established the techniques used to substantiate his firm’s invoices for the savings created by its retrofit investments.

As an independent consultant since 1989, John Cowan:

  • Has reviewed innumerable savings invoices or claims prepared by Canadian ESCOs.
  • Developed the reporting requirements for a major electrical utility’s incentive program for energy service company projects.
  • Acted as expert witness in arbitration over an ESCO’s savings claims.
  • Reviewed energy savings reports prepared by an electric utility for one of its hydraulic power turbines.
  • Chaired the volunteer committee responsible for the International Performance Measurement and Verification Protocol (IPMVP), and was technical editor for the 2002 and 2007 editions of Volume I.
  • Was active in the development of ASHRAE Guideline 14-2002 (Measurement of Energy And Demand Savings). He is on the 2008 revision committee.
  • Check BoxSince 2000, has been conducting training on savings measurement and verification (“M&V”) for the Association of Energy Engineers (AEE) and private entities in North America, and for the Efficiency Valuation Organization (EVO) in emerging economies.
  • Developed training materials on savings measurement for the Canadian federal government, the Canadian Association of Energy Service Companies, and for Brazilian energy service companies as part of a Canadian government sponsored ESCO development project.
  • Advised the Building Owners and Managers Association of Toronto on the development of energy savings reporting requirements for an incentive program developed with the Ontario Power Authority.
  • Since 2002, has been active on the Board of the Certified Measurement and Verification Professional (CMVP) program of AEE and EVO.
